If you work in law enforcement, fire, EMS, or a 24/7 control room, you’ve probably heard your rotation called a Pitman schedule — even if nobody could tell you exactly why it’s called that. A pitman schedule is a 12-hour, two-week rotating shift pattern built to keep an operation staffed around the clock while giving each person a predictable rhythm: never more than three shifts in a row, and every other weekend off. Mechanically, it overlaps heavily with what a lot of people call the 2-2-3 schedule (a sibling post on this site walks through those mechanics in more general terms) — but the Pitman name carries its own history and shows up overwhelmingly in public-safety and industrial shift work specifically. Where does the name “Pitman schedule” come from?
I’ll be honest about this one rather than make up a tidy origin story: the name is most commonly attributed to Pitman, New Jersey, and its police department, which is supposed to have used this rotation early on. I could not find a primary source that actually confirms this — it’s repeated across scheduling-vendor blogs and HR sites, but none of them cite anything authoritative. I’d treat it as folklore that may well be true rather than settled fact. You’ll also see the same underlying rotation called the “Panama schedule,” with an equally unverified origin story tracing it to continuous operations in the Panama Canal Zone. Whichever name you use, the mechanics underneath are what actually matter, and those are well documented.
What is a Pitman schedule, exactly?
Read from one team’s point of view, a pitman schedule runs: work 2 days, off 2 days, work 3 days. The second week inverts it — off 2, work 2, off 3 — before the 14-day cycle repeats. Shifts are 12 hours long, typically something like 6am–6pm and 6pm–6am, so two shifts cover the full day. Four teams (often labeled by letter or number) rotate through offset versions of this pattern so that at any given moment two teams are working — one on days, one on nights — and two are off. That’s what makes it a genuine round-the-clock solution rather than a partial one.
The two-week rotation, day by day
Here’s one team’s rotation spelled out, starting on a Monday:
- Week 1 — Mon: work, Tue: work, Wed: off, Thu: off, Fri: work, Sat: work, Sun: work
- Week 2 — Mon: off, Tue: off, Wed: work, Thu: work, Fri: off, Sat: off, Sun: off
That’s seven 12-hour shifts over 14 days — 84 hours across two weeks, or an average of 42 hours a week. The longest stretch you ever work is three days, and it’s always followed immediately by two days off. Run this team’s rotation against its mirror image on the other crew, and you get the every-other-weekend-off pattern that makes this schedule tolerable for people doing it year after year.
Why police, fire, EMS, and control rooms lean on this pattern
Public-safety and industrial-control work shares a constraint that a lot of ordinary 9-to-5 jobs don’t have: the phone, the dispatch desk, or the console cannot ever go unanswered, and the person answering it needs real qualifications — you can’t plug in a temp for a night shift at a 911 center or a plant control room the way you might for a retail counter. A pitman rotation solves that with only two shift changes a day (fewer handoffs than an 8-hour, three-shift model) and a crew structure senior staff can actually plan their lives around. That predictability — you always know which two weeks you’re working months in advance — is a big part of why this pattern shows up so consistently in shift-commander scheduling for police and fire departments, EMS services, and 24/7 industrial control rooms.
The fatigue side of a 12-hour public-safety shift
Any 12-hour shift schedule comes with a trade-off worth naming honestly: longer shifts mean more consecutive hours of alertness demanded from people whose job sometimes requires split-second decisions. NIOSH’s review, Overtime and Extended Work Shifts: Recent Findings, is a solid, plain-English summary of what the research says about fatigue and injury risk climbing in the later hours of a long shift. That’s not a reason to avoid the pattern — it’s a reason to build the rotation carefully, keep the three-shifts-in-a-row cap that’s baked into the Pitman structure, and take the every-other-weekend recovery time seriously rather than treating it as optional.
One variant worth knowing: fixed nights vs. rotating nights
Not every four-crew Pitman setup rotates people between day and night shifts. Some departments run a “fixed” version where two crews are permanently on days and two are permanently on nights, each pair still working the 2-2-3 pattern against each other. Others rotate crews between day and night blocks every few weeks so nobody is stuck on permanent nights indefinitely. Neither approach is universally “correct” — fixed nights let people who genuinely prefer night work settle into it, while rotating nights spreads the less popular hours more evenly across the whole team. Which one fits your operation is a policy call, not a math problem, and it’s worth deciding deliberately rather than defaulting into whatever the previous schedule happened to do.
